In order to deliver our ambitious plans to modernise the homes we own, which would improve them above and beyond the Decent Homes Standard, on budget and on schedule, City West had to develop an innovative and cost effective approach to procurement.
City West and Liverpool Mutual Homes (LMH) formed the 4Site Partnership, a successful and cost effective approach to working with consultants and architects, that has already delivered significant cost savings and benefits to the communities within which we work. With demands on public spending already high, the pressure to deliver more for less in the housing sector is set to increase over the coming years.
Against this backdrop, we recognised the need to approach things differently, so working in co-operation, City West and LMH have jointly procured, through a OJEU compliant process, two innovative Framework
Agreements – a Consultants Framework for the provision of project management and construction related consultancy services, and an Architects Framework for the provision of architectural services.
These comprehensive agreements, with a range of local and national consultants and architects, have been procured to deliver extensive programmes of improvement to the satisfaction of customers, safely, on time, within budget and to an agreed level of quality.
This approach also meets the strategic objectives of both housing associations – to support the long-term sustainability of our neighbourhoods. For City West and LMH, these frameworks have already resulted in local job creation and returned efficiency savings on the delivery of our respective £235 million and £400 million home investment programmes.
Having experienced the significant benefits of working in this way, we have now made these frameworks available to other housing organisations and local authorities. We believe that, by working in collaboration and combining our collective buying power, we can achieve value for money.
