Executive Team

City West has a Senior Management Team led by the Chief Executive and four Directors. They have the responsibility for making sure the promises made to tenants are delivered, and the day to day service meets your needs.

Tim Doyle - Chief Executive

Tim joined City West from Bradford Community Housing where he worked for the last six years, first as Executive Director and then as Assistant Chief Executive Operations. He has worked for a number of housing organisations including Liverpool City Council, New Zealand Housing Corporation and three stock transfer RSLs. He was Director of Customer Services for the country’s first ever inner city stock transfer organisation.

Making sure we’ve got the right resources in the right places to make a difference to West Salford and the lives of the people who live there. So far Tim has put in place a high performing team and an infrastructure which is making great headway in delivering our promises to customers and the City West Corporate Plan. Tim is justifiably proud of the progress that City West has made in the first 18 months.

Paul Whitehead – Director of Finance

Paul is a member of the Chartered Institute of Management Accountants, and joined City West from Shoreline Housing in Grimsby where he had been working as Director of Resources for the last three and half years. Paul joined Shoreline before they transferred and has worked for a number of other stock transfer organisations.

Keeping a close watch on the money we’ve got and making sure we get best value from our Corporate Services. So far Paul has overseen key service functions moving in-house, significant cost reductions in the way Legal Services are delivered, a major culture change programme, as well as driving “no frills” budgeting and a successful first external audit.

David Cummins – Director of Communities and Neighbourhoods

David was born and brought up in Salford and has worked in housing for the last 16 years, most recently for Great Places Housing Group where he led on a number of major projects, setting up new housing associations, overseeing stock transfers and mergers, seeing Great Places through inspection and helping them win numerous National and Regional awards. He started his housing career work on regeneration in Seedley and Langworthy and is really enjoying the opportunity work in Salford again.

Making sure our services are responsive to your needs and delivering well managed estates. So far David has restructured Housing Services to focus service delivery to neighbourhoods; this included bringing an anti-social behaviour team in-house. David has also achieved great improvements in rent collection rates positively impacting our financial performance.

Colette McKune – Director of Asset Management

Colette joined City West from Fusion 21, a nationally recognised social economy business which promotes collaboration to save money and create jobs. She has over 20 years experience in the public sector; and has set up award-winning teams, and strategic partnerships, in the police force and not-for-profit housing associations like City West

Improving homes, neighbourhoods and delivering excellent services to our customers. So far Colette has overseen improvement projects to the value £42m, making a real difference to our customers and has been instrumental in the delivery of our skills centre which is now award winning!

Paul Carhart – Director of Corporate Services

Paul has 20 years experience in social housing with key roles in Local Authorities, ALMO’s and Housing Associations. He has worked across the north of England and has experience of delivering major projects in neighbourhood development, involving as many of our customers as possible in decisions that affect their homes and service improvement, and customer involvement.

Building up partnerships that will help us deliver promises and make sure our work benefits as many people in the community as possible. So far Paul has focussed on improving City West’s performance and has put strong infrastructure in place to monitor progress and service delivery. Paul leads the Community Challenge Partnership programme, which is delivering improvements within our communities through working with our customers.
