Contractor Framework Announcement

 

Appointment of Morrison Construction to the City West Contractor Framework
 
 
On 11th June, following a comprehensive selection and evaluation process, all contractors who had submitted a tender to join the City West framework were informed of the outcome.   At no time prior to 11th June were any contractors provided with any feedback, whether successful or unsuccessful.
 
In line with the EU Procurement regulations a 10 day Alcatel period commenced on 11th and ended on 22nd June.
 
Unfortunately during this period Morrison Construction issued a public announcement regarding their successful appointment. This action breached confidentiality and the content of the announcement was misleading.
 
  • Morrison Construction is one 27 contractors appointed to our framework.
  • City West will be investing c£235 million on delivering our improvement works.
  • No single contractor will be awarded all of our works.
 
Morrison have admitted their actions were premature and their full apology can be found below.

Further to your e-mail to Pete Thomas in respect to the Morrison advertisement of the City West Housing Framework, and the oversight made in advertising that Morrison has been included in the framework prior to the expiry of the Alcatel period.
 
In truth this oversight was completely my own, in that in authorising the placement of the advertisement, I have failed to recognise and respect the Alcatel process and the position of City West Housing Trust.
 
Please be assured that Morrison as a business have robust internal processes for the management of information associated with the advertising of contract awards, and that these announcements are made in compliance with these procedures and within the structure of the procurement regulations.
 
Unfortunately in this instance the process was not adhered to, and that this misjudgement was made by my own mistaken understanding regarding the framework nature of the award.
 
I sincerely apologise for any embarrassment or disappointment caused to the City West Housing Trust by premature announcement, and can assure your office that no further advertisements will take place until the due process is completed.
